I think this is England, seen it before. The bus lanes are clearly marked so they either don't care or aren't smart enough to read that they aren't allowed down those lanes. Arizona has a Stupid Motorist Law that says if you drive around ROAD CLOSED signs into a flooded wash and get stuck you must pay for your rescue and a large fine.
